LEBAK, SULTAN KUDARAT- The Review Technical Evaluation Committee (RTEC) conducted a two-day Onsite Visit/Project Evaluation to Sacdalan Aqua Marine Culture project in Brgy. Datu Karon, & Project Monitoring of SETUP Beneficiaries in Taguisa & Kinudalan, all in Lebak, Sultan Kudarat last December 16-17, 2020.

 

 

The Department of Science and Technology Region XII (DOST XII) OIC-Regional Director ENGR, SAMMY P. MALAWAN, CESE led the conduct of the Onsite Visit Project Evaluation. Along with OIC Engr. Malawan were Engr. Szalinah S. Mercado, SSR & OIC-TSD, Ms. Zenaida D. Guiano, Senior SRS & Provincial S&T Director, Engr. Nestor Alcon, Head of DOST XII RTEC, Prof. Joseph Castillon member, Engr. Tamano Sacar, Ms. Beatriz O. Bongcawel & Nashiba Daguit, SETUP staff.

 

The two-day onsite visit sought to evaluate further and with finality the validity of the project proposal being submitted by the prospect Small Enterprise Technology Upgrading Program (SETUP) beneficiary before its final approval.

 

The RTEC Team headed by Engr. Nestor Alcon, together with Mr. Joseph Castillon toured the Sacdalan Aqua Marine Culture project owned by Mr. Florencio Sacdalan, Jr., a fish farmer in Brgy. Datu Karon, Lebak, Sultan Kudarat. He interviewed the owner on the capabilities of his farm and the most needed technologies he needs from DOST XII, in order to improve his farming systems and increase the farm’s productivity thus increasing his income.

 

OIC-Regional Director, Engr. Malawan, CESE visited the farm for his final evaluation as to what technologies were really needed of the Sacdalan Aqua Marine Culture project. As it turned out and after personally validating from the owner, Engr. Malawan was able to ferret out many technologies needed of the farm that made delight of Mr. Sacdalan.

 

In the afternoon, OIC Engr. Malawan together with DOST XII staff and RTEC members visited other beneficiaries Ms. Villa & Mrs. Torrena, both SETUP beneficiaries for Pannamei prawn culture, so he could hear personally concerns of their projects, more so with their refunds.

 

OIC Malawan discussed with Mr. Buenafe Olarte, Region XII Fisherfolk Representative about partnership and cooperation between DOST XII and his office to address the plight of fish farmers in the coastal towns.

 

Reading materials such as S&T posts, brochures and pamphlets of DOST Programs Projects and Activities (PPAs) were also turned over to Mr. Olarte to enable his members-fisher folk be aware of DOST XII's PPAs. They agreed to meet again early 2021 to fast track the technologies needed to be provided to the identified fisher folks.

 

The RTEC is a strategy of DOST to shorten the evaluation process of proposals submitted to DOST Regional Office for funding assistance under the Innovation Support System (ISS) of DOST-SETUP employing the expertise and service of an External Review and Evaluation Committee (ExRTEC). Through a thorough and proper evaluation of project proposals, the qualified personnel use the steps indicated in the procedure. It is likewise understood that the proposals submitted for ExRTEC evaluation have already passed through a preliminary screening process conducted by the concerned Provincial Science and Technology Center (PSTC) personnel as evidenced by the Technology Needs Assessment (TNA) and endorsement letter.
