In support of the Presidential Executive Order No. 70, s. 2018 aiming to End Local Communist Armed Conflict (ELCAC) in the country, the Department of Science and Technology Regional Office No.XII (DOST XII) participated during the visitation at Sitio Blanga, Barangay Nalilidan, Kalamansig, Sultan Kudarat as one (1) of the identified conflict prone area, last March 10, 2021.
Initiated by the Technical Education and Skills Development Authority XII (TESDA XII), headed by its Regional Director Rafael Abrogar II, other government agencies and private sectors were in attendance during the said activity to extend assistance to the people of Sitio Blanga.
Representing DOST XII Regional Director, Engr. Sammy P. Malawan, CESE, Provincial Director for DOST- Sultan Kudarat, Ms. Zenaida D. Guiano, distributed Health Kit bags and Bigas-Mongo (BIMON) snack foods, a nutritious snack food processed by the DOST-FNRI’s Complementary Food Processing Center based at SKSU-Isulan Campus, Isulan, Sultan Kudarat.
PD Guiano also assured teachers of Sitio Blanga Elementary School would be provided with the DOST’s Science and Technology Academic and Research-Based Openly Operated Kiosk Station, commonly known as STARBOOKS. It is a ‘library-in-a-box’ containing compilation of results of S&T researches, and videos of DOST mature technologies. It can operate without internet connection, making it a highly effective tool for knowledge and learning resource in remote or far-flung areas, providing greater access to latest information on science, technology and innovation.
TESDA XII Regional Director Rafael Abrogar II pledged to give one (1) of the basic needs of the area which is provision of light to every household thru solar equipment. Under their Project TALA, TESDA XII will train the head of each household in the sitio, on how to install the solar equipment. In so doing, the people of Sitio Blanga would have both light and skills in their respective households. “Sisiguraduhin po namin na maiilawan namin ang buong Sitio Blanga. May ilaw na kayo, may skills pa kayo”, RD Abrogar assured the audience. Other skills trainings would soon follow for the sitio inhabitants to improve their source of living”, he added.
In response, former Baranggay Captain, Mr. Kampain Intyabay, expressed his word of thanks to all the agencies who exerted efforts in taking the risk of reaching Sitio Blanga. “Dumating na ang panahon na matagal na nating hinihintay, mahal ng Gobyerno ang Sitio Blanga”, he stressed out. Sitio leaders were also heard during the open forum to speak up about their needs specially about livelihood and education for their children. Coffee dryer, tribal hall, additional schools for other Sitios nearby, water rehabilitation and solar equipment’s were mentioned.
The said ELCAC visitation serves as an avenue to connect and communicate with issues that affects poorest of the poor communities, aside from giving services and social development packages from the government.
